IP has grown so fast that the government commissioned the independent Gowers Review to see how the sector influences the value of London stock. Published in 2006, this revealed that while in 1984 the top ten firms listed on the London Stock Exchange had a combined market value of £40bn and net assets of the same value, by 2004 the asset stock of the largest firms had doubled, while their market value had increased nearly ten times. The review attributed the difference in value to intangible assets, of which IP constitutes by far the biggest part.
